The Children and Youth with Special Health Needs (CYSHN) Section at the Minnesota Department of Health (MDH) works to achieve public health policies that will provide more positive health outcomes and better serve children and youth with special health needs and their families throughout Minnesota.
The purpose of this new quarterly newsletter is to bring together information for our partners in local public health in one centralized location.
As the Child and Family Health (CFH) Division works to coordinate and collaborate on communication, this newsletter may evolve to include a broader focus but will begin with CYSHN programs.
The next issue of this newsletter will be sent in December.

Birth Defects Monitoring and Analysis
National Folic Acid Awareness Week
Folic Acid Awareness Week is Sept. 10 – 16, 2023!
Every year, we celebrate the role of folic acid before and during pregnancy in helping to prevent birth defects such as spina bifida and anencephaly.
We encourage the use of the CDC toolkit to inform your communities about folate and folic acid use.

Longitudinal Follow Up
Three New Conditions Approved for Newborn Screening

Minnesota Commissioner of Health Dr. Brooke Cunningham recently approved an advisory committee’s recommendation to add guanidinoacetate methyltransferase (GAMT) deficiency, Mucopolysaccharidosis Type II (MPS II) and Krabbe disease to the Minnesota Newborn Screening Panel.

A recent press release states that the MDH Public Health Laboratory will prepare to begin screening for the three additional rare conditions by validating testing methods, developing result and follow-up protocols, and working with external partners to establish clinical guidelines. A start date for screening will be determined as this process unfolds.
MDH Receives Newborn Screening Propel Funding

The MDH Newborn Screening (NBS) program is one of 28 state/territory NBS programs to be awarded new funding from the HRSA Division of Services for Children with Special Health Needs (DSCSHN).
- The purpose of this new funding, NBS Propel, is to strengthen the NBS system to provide screening, counseling, and health care services to newborns and children with, or at risk for, heritable disorders and help them achieve the best possible outcomes.
Congenital CMV Family & Caregiver Booklet is Now Available
MN became the first state in the nation to screen all newborns for congenital CMV (cCMV) in February. In the group of babies born between February 6 and July 31, 2023, 88 newborns screened positive for the infection.
Parents and/or guardians of infants confirmed to have cCMV are mailed a booklet of information by MDH.
An electronic version of the Congenital Cytomegalovirus: Information for Families and Caregivers booklet is now available on the CMV and Congenital CMV web page.
Please review the booklet and use it as a resource with clients and colleagues.

Follow Along Program (FAP)
Legislative Funding Initiatives Begin

New legislative funding will support updates to our data system and electronic platform and will provide grants to community-based organizations to assist families, local public health agencies, and Tribal Nations in navigating the Follow Along Program while developing culturally and linguistically inclusive resources.

Seeking Community Engagement Partners

We are seeking representatives from families, community-based organizations, Local Public Health, Tribal Nations, and other early childhood partners to serve on a Community Engagement team to assist in making needed improvements and enhancements to the Follow Along Program. Supporting Family Caregivers Forum
The CYSHN Section and state consulting firm, Management Analysis and Development (MAD), have partnered with multiple family support organization leaders to plan the Supporting Family Caregivers Forum.
The event will take place on Sept. 14 in Brooklyn Center and is informed by a national strategy that the CYSHN Section is incorporating into its approach to support family caregivers, their families, and family support organizations. There will be regarding this work in the future.

Help Me Connect has launched its new Pregnant and Expectant Families section! Topics include breastfeeding and lactation support, birthing centers, diapers, car seats, pregnancy support organizations, mental health resources and much more.
